The constitutional bench of the Sindh High Court (SHC) on Wednesday reserved its verdict on multiple petitions challenging the sealing of the Karachi Cotton Exchange (KCE) building.
During the proceedings, the bench — headed by Justice Adnan-ul-Karim Memon and also comprising Justice Zulfiqar Ali Sangi — observed that the Federal Investigation Agency (FIA) had indicated the case could be converted into an inquiry.
Petitioner’s counsel Anwar Mansoor Khan argued that the FIA did not have jurisdiction in the matter, questioning how the agency could conduct an inquiry without proper authority.
Justice Memon remarked that if the FIA’s authority is not recognised, the case would remain active. Lawyers representing the traders requested that the building be de-sealed until the question of jurisdiction is decided. The bench questioned the FIA’s involvement, with Justice Memon observing that the agency is primarily a law enforcement body and not responsible for administrative or ownership disputes.
